I cannot tell you for sure, but I'm under the impression that gem tips help at least a little bit in terms of damage. Of course, with bolts, one of the biggest benefits is the special effects of the bolts, and those only occur if you have the tips.

As far as i've seen, they do not do more damage, but I could be wrong.

The main point of the tips is to enchant them. I don't really see how a plain tip could do more damage.

Tipped bolts do not hit any different than the same bolts with no tips, you just have a chance for the special to hit if the bolt is tipped and enchanted.

Back when there used to be only one type of bolt, you could put barbs on them and make them hit harder.

Check if they add to your ranged bonus. If they don't, they can't hit higher. Easy as cake! :)
