If he hasn't already gotten your password I do not think he is much of a threat to Runescapers. If its possible, block him or just simply ignore him.

You have made your msn account to be publicly viewable on Tip.it, on your Profile.

That is a FAKE email, Jagex Staff will NEVER email you! They will only send you messages through http://www.runescape.com ONLY!
