Unless I miss my memory, he does have drops, but you have to talk to him to get them? On the other hand, I don't think I'd included him in the context of my reply.

It's not that they teleport on low health (Revenants being the exception). Monsters that are spawned for quests or random events will despawn after a set amount of time.

You get almost no exp for killing them, and they only drop bones. I never kill them, because I could be lucky and get a Key Half.

When the Security Guard event was released, anyone could attack it and not just you. It drops nothing.
