Only if you can read through and process the sourcebook fast enough. It's an RPG system, not an RPG maker. Alternatively, you could port some of the rules for tabletop Warhammer 40k (or any miniatures game, really) into a turn-based computer game. That way, you won't have to worry about coming up with your own mechanics.
