Means that if you kill 30k dusties, your chances will be 30,000/900,000,000. So basicly if you kill 1, and no d chain, it doesnt add to your drop chance and make it 2/30000, just makes it 2/60,000. From all of the Dust Devil slayer tasks I've done I've killed around 3k of them, and got one dragon chainbody from around the 2k kill mark. It takes luck, random luck, and more luck to get one as a drop.
