I was wondering if Rick Rolling someone on the forums is against the rules.

I'd say that it would typically fall under "spamming," which is against the rules. But for a more official answer, I would recommend that you PM a moderator or administrator.

Still, I think it's contextual based on the mod's discretion. If someone just posts the link, that's spam. But if there's a joke to it or another point attached, I don't think it would be spam?

I don't think RickRolling is anything but spam. Even if one would post the link for discussion, the actual RickRolling would be nullified, because they would know it is only a video of a Rick Astley song, not a RickRoll. So the only way the actual "RickRoll" would be able to take place would be to spam something. Now I don't have a problem with someone posting that video if they said they enjoyed the song because of the beat or what not, but the actual process of RickRolling is what annoys me and some others and that's where it becomes spam.

A reflection is just a distorted reality held by glass and your mind.

If you're doing something where you need to show a video as an example, just any random video to illustrate your point, then using the rickroll video is fine.
