Lvl 3 w/68 Slayer?

I know this sounds completely ridiculous, but you can look him up. His name is King Tazo, he is a level 3 skiller. I just wanna know how this is possible while being only a lvl 3? :

Jagex nerfed it now, but level 3's could use rings of recoil to gain experience. Now, they have to use experience lamps/books, or have people cast vengeance on them.

What skillers USED to be able to do was use wines/cakes and rings of recoil to damage and kill slayer monsters. Jagex nerfed this, however, and now you must land the final hit (not your familiar, poison, or ring of recoil) to get slayer xp.

 

 

 

So now skillers must rely on xp boosting items, such as Penguin Points, Lamps, and Books.

One of my friends went from 1-34 slayer while getting 99 hunter, and that was before penguin points. I think he's nearly level 60 slayer now, and he has about half the 99s King Tazo has. I'd say King is at an average slayer level for his 99s.
