Just following some tutorial which tells you to use filter x for the background and then add in a render and blend it in slightly is not going to help you improve at all. Of course I don't really care if someone actually uses some stock brushes if they put thought into the piece, but that's another story... The dude is crazy blurry, the background is boring and has no depth or variety (which means that it is very two dimensional, and that all of the elements in the signature look the same -- which leads to a boring piece).
