The highest thieving level i could think that anyone would want would be around 53 (i think) for desert tresure, after that thieving has no practical use unless you spend hour after hour pickpocketing elves with 85 thieving to make some money. The only real skills you need to 99 to do everything is smithing, the combat stats, construction, runecrafting, and summoning. Stealing creation is a minigame (I'm sure you have heard of sacred clay tools and such on the forums - well they come from this minigame) And having a high level thieving level means you can pickpocket other players while in the game, the higher the better, and the more LOLZ to be had.
