You know what moon rocks do? They are a conductors for portals. Which is what all the testing chamber's, in the Aperture Sciences Enrichment Center, walls are painted with.Long story short. He says that it makes a "damn good portal conductor", meaning that it is better than something else which would have had to been used prior to the moon gel.
