I saw him and he was teleporting every 1-3 seconds. I've done every quest and I don't remember him doing that. Is this new?

System Update...

 

 

 

This update is to fix an issue with the friends list not loading for those with more than 256 people on the friends and ignored combined. There was also an issue weve resolved where NPCs tried to chase players who are no longer logged in.

 

 

 

But also could be what lies below quest

In the what lies below quest you get a ring which teles him to your location, your meant to use it to trap surok.

 

 

 

You'll understand more if you do the quest or look at a guide :)

OT:Sombody was probably in the middle of what lies below and logged out after calling him,making zaff stay where the player logged off.
