I got it after finishing the easy tasks.... 99 HP, Attack, Strength, Defence, Summoning, Ranged, Herblore, Prayer, Agility, Magic, Slayer, Fletching, Fishing, Woodcutting, Mining, and Thieving. I hate it when people that don't know what they're talking about post in "help and advice" >.< You need to at least do the easy tasks and talk to one of several npc's.
