Wait if I remember the rule correctly, if two countries annex the same place, as I think someone else tried annexing Germany too, then you have to spend more money.

Ok, updated the IAG and stuff. It got fairly complicated because I haven't been keeping 'perfect' records. Hopefully I have ironed out the problems now and so next time it will be fine...Just lazy from time to time. Anyway. Its all in the first post. Feel free to spend, spend, spend.

The only thing wrong (and understandably, as I only mentioned it once), is that I have around 550b left over from last time that was unspent on projects.

There is no carry over. Since you could just stockpile cash, with one research project for 20 years, then reappear with some sort of super advanced weapon, and build hundreds of them.
