You have to have reached that floor once before you can select it there. If you've never gone to that level you'll have to complete the one below it before you can.

Have you ever reached that floor before? I can't access new floors until I've completed the one below it at least once so I assumed that was how it was supposed to be.

To unlock a floor you have to complete the one before it while you have the level.

once you get a new odd level, you have to do the floor below that one in order to actually "unlock" the level.

So if i am lvl 36 dung and i have done floor 18, if i go to lvl 37, i have to repeat floor 18 in order for the game to unlock floor 19

The answer to your question is quite clear in the picture you posted, try reading the text in the floor selection box.

You make it sound like running through a few level 87 monsters is hard which it really shouldn't be at your level.

You have to finish ALL the floors that are marked as "undone" first, not just the one right before the next level.

Ding! We have a winner!

From personal experience I found that I had to complete all floors as Sonic mentions, AND complete the highest floor you can (in your case 18) immediately prior to unlocking the next (19). ie. I had 1-18 checked, but completed 18 first so I had to re-do 18 to access 19. That could have been a glitch (I hope so) but don't be surprised if it wasn't. I haven't tested it out again, would rather not repeat when I don't have to.

Doesn't re-doing floors reset your prestige?

No, contrary to information I've seen elsewhere (can't remember where), repeating a level does not drive your prestige to 0 (except for that level). I think it's been explained well, but to put it another way. The only way to unlock a level is for the game to automatically take you there. This obviously requires the appropriate level. For example, if you have 36 dungeoneering, and completing floor 18 puts you to 37, then you will unlock and start floor 19.
