What is this guy doing here? :P The "Nothing interesting happens" are from when I tried to talk to him. The last line is from when I examined him. :P Eventually he just disappeared. Anyone seen this before? Some sort of glitch? What do you think??

He's the guy your chasing in the WANTED! quest i believe. Look here on tip.it and here on the RS wikia for more information.

Yes but I'm not doing the Wanted quest, or any other quest. :P What was he doing in Castle Wars??

One of the locations you may have to track him to is Castle Wars. Since it's not instanced, you can see him whenever anyone else does the quest.
