Who's the genius now? Who are you talking to? And no one said that he shouldn't get a whip if he wanted to train attack or defense. I said its not worth training them until after he gets 99 str because strength is the only thing that contributes to your exp/hr after you hit a certain point of accuracy. That point is reached on any monster you should train on if your gear/prayers are correct.
