Japanese forces are fighting internationally and there have been substantial talks about repealing article 9 (the non-war clause), so public reaction would be strong, but not as dramatic as you were implying. I thought armies can be recruited at any time, with a 50% cut in effectiveness for the year they are recruited? Also, there are probaly more pizzas made in the US than in Italy. Think of the stereotypical ship with some armnaments and stuff, destroyers and frigates basically. I mean, some ships take decades, but usually that is due to ineptitude. Master of your domain?
