With the world currently producing 2,097,983* Carbon Units per year. These scientists have also given the 14 richest countries quotas to reduce emissions to zero. If anyone is majorly concerned 46.5 Carbon Units equals 1 Megatonne of Greenhouse Gases. IAD is the amount of money you can spend.Changing the Tax rate affects growth instantly, but only produces increased IAD the next reset.Resets are every 7 years. You can do 1 free, secret, research at a time. All others must be put out to research companies (Which you PM to me).You can choose Fast and Cheap, Cheap and Secret or Secret and Fast. Armies, Navies and Air Forces are not given out, you need to buy them in.Provide a link to any prices you say or ask the mod.Recruiting the same turn as you use them makes them 50% as good.Upkeep raises taxes by 1% per 10 Billion you spent on the military. This money pays the troops.Recruiting one solider costs 2,000*Prestige level. Nukes are allowed.It cost 1 Trillion to set up a Nuclear Weapons Project, once set up they cost 1 Billion per Mega-tonne.Nuclear weapons, per mega-tonne, add 100,000 Carbon Units to the planet's Carbon Load, when fired.Using Nuclear weapons obliterate your Moral Standing and Biological Impact prestige, reducing both to 0.Nuclear weapons obliterate do 1% GDP damage per Megatonne, up to 10 per bomb. Or can destroy 10% of a countries army, it can also destroy 1% of your enemies Nuclear Weapons.Missile Shields are 60% effective. Research can increase this.Building Missile Bunkers protect missiles from getting nuked below 5 megatonnes. Other super weapons are allowed (See examples), but no weapon can do more than 10% GDP damage (Bio Bomb), destroy more than 30% of a countries army(Chemical Weapons), or destroy more than 10% of an rivals Nuclear Weapons (Orbital Strike), in a single strike.All Super Weapons cost money.All Super Weapons have imperfect defenses. Space Travel is limited to the Solar System.Colonies are treated as Puppet Countries for the first 50 years, after that they become fully independent for 7 years, then can choose to rejoin you. NPCs GDPs grow at 2% per reset.NPCs have a tax rate of 8.3% Investing in NPC countries/Buying shares in their countries gives you additional IAD per reset. This is (their IAD*Your Share of their GDP)*(Your Prestige/(their tax rate*100)).Long story short, more share and higher prestige = greater profits Investing in your own country increases your GDP at a rate of the square root of (Investment*(Prestige/100)/Taxes^6)Long story short, higher prestige and lower tax rate = greater profits Puppet controlling a government is allowed if you control 50% of its GDP (not IAD) through investment, and are at least 20 Prestige points clear of them.Losing a puppet occurs if you lose your 50% stake, or you fall within 10 Prestige points of them.Puppet states control 100% of their IAD and will never give it to you. Annexing is impossible unless you have conquered a country. Even then they will be highly resistant. Controlling major supplies of XYZ, oil, for instance, give you a monopoly on the resource/product and allow you to force other countries to give you things or face a prestige and budget hit when you embargo them. Specifically Tax money.Growth is directly proportional to tax rate, with 5% growth per year being the max, and 10% reduction being the minimum.Doesn't matter how amazing your social welfare or nuclear missile array is if your industry is in shambles and your people are starving. Prestige is how you are viewed by your citizens and the rest of the world. 0 to 100.Prestige is broken down into 5 sub groups worth 20% each:World PresenceTechnological ProwessMoral StandingBiological ImpactEconomic Mobility World Presence is about how much power you have over the rest of the world...Getting involved in International Incidents, building nuclear weapons, investing in other countries.Technological Prowess is about how scientifically advanced you are...Researching genetic engineering, space programs, building high speed trains.Moral Standing is how you treat your people and the rest of the world...Investing in other countries, social welfare and not letting people find out you killed some upstart revolutionary.Biological Impact is your impact on the world...Genetic Modification, Green power and Recycling.Economic Mobility is how fast and how much money you make...Top player gets 20%, Next top gets 15%, and so on. All countries get prestige, but NPC countries more or less bumble along, except for random events, which can increase or decrease prestige by a few points. Prestige has two functions:High Prestige makes it near impossible to go to war, but, you remember those 'investing in other countries' things...Prestige is how much money you make out of them and how much influence you have over them. Anything over 20 more prestige than another country, and 50% of their IAD belong to you, and you can install a puppet government. While they are still their own country, they will do whatever you say unless your prestige drops to within 10 of theirs, or your IAD share is below 50% for more than 5 years.If you have prestige at 10 or lower then you get nothing from investing with them. Low Prestige makes economic investment a waste of money...But gives you a major bonus in going to war. A country with 0 Prestige fights with a 1,000% Bonus in conflict, 10 Prestige is a 900% bonus...and so on.Before you drive your prestige into the ground, remember technological prowess. To reach 0 you need be fighting with WW1 level technology. Finally events:Two types of event:Minor events, like technological breakthroughs or political wrangles which limit or expand your power (If you are America, taxes at 50% and you are heavily investing in Canada then Americans are gonna get hissy and the senate will try to screw up relations by embargoing maple syrpe(If I spell it wrong you can't get me!)), or a nuclear power plant has blown up and people are getting scared. Events are random, usually international, events, which occur every 7 years (weekly). They are usually major opportunities to make a lot of money or boost your prestige...Or to get drawn into a sticky situation.These will usually be in the form of PMs to people and it is up to them to spread the events as they see fit.For example, America may get reports that Canada is developing a Nuclear Weapons Program, and there have been reports that, because of the embargo on syrpe, they are planning to threaten American interests.Or a British made Bio-Weapon has found its way to South Africa, and a terrorist cell is trying to buy it for use against Brazil.Or China is preparing for war A recent turn of events has put an admittedly strange candidate into the South African Prime Minister's office. After a standoff between the two largest political parties (upon which neither could agree or compromise) an unexpected candidate has been chosen. The man goes by the name of Johannes Van Zyl and is the son of an older businessman. His position on both reform, crime and the defense of African nations against outside domination were however his main selling points. While not a great orator his promises in his speech (To help with housing in the slums; to cut the mounting crime rates in the cities and to make South Africa a major technological powerhouse) did not go unheard and he is enjoying moderate support throughout the country. Frederik Von Stahl Took power after the crash of the UN shook the German government that the president had to resign. Anyway he was old news. Stahl has many plans for Germany, mainly keeping diplomatic ties with friendly nations, now that the UN is dissolved, to keep on top of technological advancements, and hopes to be part of the first man to Mars mission, if it ever happens. To keep Europe, European, and to have the central Germanic nations in a strong bond. He also wants Germany's presence felt all over the world. Okay Germany also funds them the same price that the Japanese government has funded them, to allow German companies to create them, they're also given the option of allowing German scientists to work with them, this will give them an extra 10 million in funding. I'm not sure how economy works, so I'm just gunna say we study our economy, and the European economy to see where the problem may stem from or if it will affect us. Security staff at public transports, such as Airports and Railways are told to be on their toes, but no real security measures except that are taken. I ask Japan to join our research team in Hydrogen fuel cells, the plan is to make a cost effective hydrogen powered cars, and as Japanese and German cars are some of the leading manufacterers, it will be useful for lowering carbon emissions all together.I ask Japan for atleast 50 million (That's how much I'm putting in) to get the project underway, and they're guarunteed the research. With the dissolve of the UN, Germany pushes forward the idea of a much stronger unification in the EU. The democrats, however, managed to hold onto the house and senate, causing political turmoil to ensue. Nothing was agreed upon throughout 2009, save for a balanced budget barely passed when several republicans broke rank and overturned the president's veto. In a controversial move, President McCain called for an election to be held for the two houses, in an attempt to break the stalemate. He knew that this would likely mean a blowout for the democrats, but something had to be done. An election was slated for January 2010, but going into the new year another fresh batch of chaos arrived, when President McCain was rushed into the hospital, after collapsing during a diplomatic meeting with the Canadian prime minister. It was revealed that the cancer had spread to his brain, and he was given less than a month to live. This of course meant that under the constitution, power fell to VP Sarah Palin. This proved to be wildly unpopular with the democrats in the house, and even alienated some republicans. Palin called off the coming election, stating it violated the constitution. The republican party began what could be compared to a civil war, with many northern centre-right republicans splitting off to form the New Republican Party, while the hard right-wingers formed the Conservative Party. With the Conservatives outnumbered 66-34 in the senate, Sarah Palin was impeached for treason after botching several diplomatic meetings and attempting to annex Canada's oil reserves. It calls on wealthy nations (basically developed nations) to contribute a portion (10% or so) of their budgets in an economic stimulus, aiming to bring capital levels to normal and increase consumer spending. On its part, Brazil will reduce tariffs jointly with other nations to increase trade. It also advocates a seven year ceasefire between major powers (aka player countries) until this recession is resolved. Brazil also calls for world consensus on the Middle Eastern issue. Furthermore as a part of the promised 8 point plan two new measures are to be taken into effect. Firstly the police force of south Africa is to be remamed the "Arbites" and given 25% more funding and new powers (detailed later on in the document). A governement training program is set up to provide education to the farmers so that they may better farm the land. To deal with the influx of prisoners to the prisons due to the new power of the Arbites prison green steel mills are to be set up, where the prisoners may work to reduce the length of their imprisonment and repay their debt to society. Small business loans are to be given out at .05 % interest to prospective entrepreneurs to aid in the growth of the south african economy. Steel mills and other such heavy industry are to be subsidized to provide working class jobs.
