Summoning charm usage

I have 4046 gold, 1495 green, 3148 crimson, and 230 blue charms. Right now I have 830867 xp (level 71) with 68930 xp till I level up.

What would be the best route for charm usage?

By plugging the numbers into CharmPattern, it says you should do things in this order:

4046 arctic bears

8 granite lobsters

3140 praying mantis

1495 hydra

230 fire titans

All of which would leave you at 82 summoning. No idea if this is cost efficient for you, just what will yield you with the most exp for the charms you have.

99 HP, Attack, Strength, Defence, Summoning, Ranged, Herblore, Prayer, Agility, Magic, Slayer, Fletching, Fishing, Woodcutting, Mining, and Thieving.

I would not make artic bears since they aren't very cost-effective.

Really? Cause as I recall it was you who was the one cussing me at base. Also, re-read what you just said: one 15 second delay (which is an exaggeration to begin with) ruins floor times? You are beyond ridiculous.

In that case make barker toads.

I'm assuming by "best" you mean some combination of the most xp and perhaps not ridiculously expensive. Since there are no new gold-charm familiars, it makes sense to use those first so you can maximize the usage of the other charms. Making either arctic bears or barker toads gets you to 74. You should probably use your crims on Granite Lobs from there. You'd get slightly more xp by using something else to get to 75 and making Mantis, but I don't think the extra xp is worth the cost. This puts you at 81 with just the greens and blues left. What you do from here depends a lot on what you want to spend and perhaps if you want to save things. If you use all of your blues on Elemental titans, the most xp you can get out of them at 81, and then used all your greens on Hydras, again the most xp for your greens, you'd end up at 82. Fruit bats would be fairly cheap compared to the other options and the difference in xp isn't that huge, but you can make something else if the money doesn't matter to you. You might use your blues on elemental titans or obby golems, but you could also consider saving them till you can make lava titans. Greens aren't worth saving as there isn't really something to make later that would make a huge difference.

So, TL;DR: Make Arctic Bears or Barker Toads, then Granite Lobs. Then, use your greens and blues however you want, depending on how much you want to spend and if you want to save them.

EDIT: Looks like I was out-typed by some other people. I hope the logic of how I came to basically the same conclusion as their program helps you, or something.

I'd say, make barker > lobs > fruit bats, save the blues for lava titans if you have obsidian charms banked. If you don't make moss titans.
