Vezon Dash
If I were to run across a primal rapier, should I dump prom 2h?
No_one_cares
Gorg plate until you find a hood. EDIT: a prom 2h is much more versatile, a primal rapier only has a niche use on certain creatures that are weak to stab such as brutes or dogs.
Th e Doctor
Prom rapier. Learn to dg with out a platebody now, it'll be the first thing you ditch as soon as you get a ass anyways. You might as well learn to maximize your offensive abilities and avoid death/conserve food/prayer now. Armadyl Drops : 4 Hilts; 3 Chestplates; 2 Chainskirts; 1 Helmet; 1 Buckler; 2 Shard 1; 2 Shard 2; 1 Shard 3Nex : 1 Zaryte BowKalphite King : 1 Drygore Rapier ; 1 Drygore Longsword : 1 Drygore Offhand Rapier : 1 Drygore Offhand Longsword

You're going to be tanking pretty much everything and you'll lose that offensive bind once you get a hood.

Quyneax
If the best platebody you can get is very low compared to your weapon (as in, 40/50/60 maybe 70 defence pures) you should go with a rapier.
