Apparently you only get the chance to partake if you were part of the offer involving the ice mask. If you log into the membership part of the RS website, you should see the deal there. It would be funny if the number of vanity items exceeded the number of months membership you could purchase at the moment so that its not possible to get all the vanity items at all... I don't think thats likely since most vanity items are tied to 30 day cards and the highest link we had is the 90/100 day cards and you can definitely get at least 2 years membs (I've had that much a while ago and no blocks came up) which means you could do 7 100 day vanity items (assuming you start at 0) at the very least and seeing as we only get them like every 3 months or so that'd balance out.
