I remember a tech admin saying the default for displaying could potentially be increased if the default was too low, but I don't know for certain. The reason it was done is for search engine links and for making it easier to find posts. When everyone has the same amount of posts on a page, it means page 3 for you of a topic is exactly the same as page 3 for user X. Because if you search for something in Google and it shows you a page of TIF, you click that link and have a TIF account and a different number of posts per page, then the post you want probably won't even be there, even though you clicked through looking for it.
