Might become useful once we're at the point where normal resources become useless Eh, they are almost never worth taking. Look at it this way. Pre-maxed ports your looking going for scrolls, resources or trade goods first. Now assume your in the last region and you've got maxed port upgrades, your not going to go for resources anymore and hopefully they stop showing up, that leaves scrolls trade goods and xp. Next you max out your scrolls for everything you want/all of the items. While grabbing the occassional trade good rewards. Finish that and you've got trade goods and xp left. Now highest I've seen is 25k xp. Assuming thats in fishing it saves you 20 minutes. You make 6mil/hour (random number thats likely stupid high) thats worth 2mil. Instead you could have done a voyage for 4 plates. 25 sets of those gets you a plate body. Say that platebody sells for 250mil. Each voyage for plates is then worth 10 mil. now you still have to go get that 20 minutes of fishing xp so your at 8mil profit by choosing trade goods over xp. I'm assuming my math makes sense/is right. You wouldn't be getting 2x fish xp tomes though, since whaler can't do a double mission himself. It would be 30k fish and 30k herb xp most likely.
