Nop, you'll have to get all the pieces again.

You can collect multiple Sceptres though, so that is a bit of a help. :)

what happens when you run out of charges? Like can you still weild it or not?

Its gonne... Just disapears.

You can collect as many pieces as you want, but you can only combine the skull and the staff. You can't put them together into a sceptre as long as you already have one in your inventory or bank.
