I know players who have killed 2000+ metal drags and didn't have a dragond drop. I myself got dragon legs on my first ever metal dragon kill. Fire bolt seems to be what most people use, magic dart is also very good. :) As for the rarity of the dragon drops, they're most common from steels, but are still quite rare. You said that steels get hit more, but they have to same magic defense, so you are probably best going for irons. That being said, the dragon drop chance may be different, if so, go for the dragon with the higher drop rate.
