It's a one party state, remeber. So all of them might have voted, all 1.6 billion, but they could choose between the CCP, or the CCP. Too much suppression and censorship there :| I'm pretty sure every single one of them is living in Beijing. 8 million voters in Beijing is over half of its population including the kids who can't vote. Greatest concentration of people live on the east and central parts of China. Edit: Quite sure a region can recover in 2000 years :-P and Sichuan is considered central China FYI.
