Yes, players can get into the mage arena with a lever like east of the lever that brings you to the mage arena bank.

Oh, and one more tip, take the exact amount of runes you need. Prayer boosting clothes (if you have 37+ prayer). Don't take anything worth of value. And walk to the end of the arena, it has only one entrance, if you are close to that pk'ers will be able to attack you. If you are far away of that pk'ers won't be able to attack you because they will be attacked by the god mages. If you do happen to be attacked, just drop all unimportant stuff you have with you (monk robes, runes, god cape), so you keep your staff and other things that cost money.

You can't get pked if it's your first time playing the minigame, but after you completed the game and casting your godspell to activate it outside the arena, yes, you can get pked.

I think you can bring exact runes too. I did and even though I splashed soem when my runes ran out I finished my task. So I believe it is cast amount and not successful cast amounts.
