A successful hit will lower either your enemy's Defence, Attack, Ranged or Magic level by 10% of the damage caused. ive maxed 38 so far, havent tried really maxing yet. do 10% of 38 = 3.8 so 4 lvls rounded up. not that amazing, i really wish we really had a weapon to do what the bone dagger did before it was fixed, halve your defense... The puffins don't sleep because you are still instanced with people who have not been gassed. The area is the same, except for you having to wear the scuba gear. The locusts were a joke. You didn't say the correct prayer when removing the book from the sanctuary, so you are being smited with a plague of locusts.
