Have you done the Tourist Trap quest? You get the metal key to the Mining Camp gate from the captain, but you need to be doing the quest, or have completed the quest, for that to work. And if you HAVE completed the quest, check your bank. You may still have the key. If you do, you won't get another from the captain.

Yes, the volcanoes in the wilderness where you need to dig have "disappeared" from the lanscape when they updated the graphics today. But the spot where you must dig is still the same. And finally, I recommend you submit a bug report to Jagex. The more people that do, the more likely they are to fix the problem quickly.
