I would go for the party hat set. Training my skills myself gives me a sense of achievement, it's 75% of the fun. And with a party hat set, it would be that much better. :P

I doubt he will, that would completely ruin his status as one of the top 200 F2P'ers. If he became a member, his total level would be below average, and in F2P 3 99's is amazing, whereas in P2P you could PC 3 99s in a matter of months. Keep it up, mate. Grats on 99 defense, is something i'm currently working on as well.

Don't need rune arrows, adamant are sufficient. The bow is the only lacking area in my eyes.

In F2P, melee has rune weapons and armor (40 requirement) Mage has spells that go up to lv59. Range has the green d-hide armor with 40 requirement but is lacking when it comes to bows. The best bow available is only lv30 required, it's the maple bow. I understand some reason to not give non-members yew bow is because they are one of the most commonly alched items. I think there is a good solution though. I was also thinking today about yew bows, to make it so that they will not be alched I think it might be a good idea to give F2P yew composite bows. Not the normal yew bows of course, but just the composite. They are available only from treasure trails. Members would be able to sell them for a decent price if this were to happen (Which means it benefits everyone). Besides, with all the range options available to members I don't think most have a use for this lv40 bow.

We don't even have bronze crossbows. Perhaps they should give F2P some of the newbie crossbows.
