Where did the 8% come from? It came from a collective gathering of a few thousand spins from different people. Again though it's second hand information so take it how you will.

IDK if this was made up or w/e but someone I know worked it out to be 800k EXP in hour in a skill of your choice, at a cost of $200/hr, assuming an 8% chance at a Medium lamp

Loyalty items are bought for real money (the membership fee). No, loyalty items are a bonus for purchasing membership. You cannot directly buy loyalty points, and just those. You buy membership, and happen to receive loyalty points with your membership.
