In my opinion (I'm obviously not the one who came up with the rules ;) ) it's because even gathering the money yourself, it would be too easy. The only skills you would need are combat. With the G.E. off limits, you have to have some decent skilling levels as well, instead of just combat.

If you where wearing full rune, had 50s for melee stats, where holding a skull sceptre and said "lawls, i did t in 20 minitz i r ftw", it would be obviously fake. In case you didn't notice, you're not going to get to rest anywhere. You have to go to a spot where a bard is playing music, and listen to the music while your energy restores. This means you might not get to restore run in SC (oh, but in case you didn't know using the altars in SC heal your energy as well and hp and prayer) or near agility courses. It's up to jage where they put these musicians. This update could be a total bust. It depends on how they really implement it. We don't have real details yet like locations or how much energy will be restored so we can't say at the moment. He said that the benches idea wouldn't work and that that part of it was scrapped in favor of bards. Nothing is said about dropping the rest anywhere function.

I thought events are now possible to complete at any time if you have a Runescape membership. It could be that I just imagined such as system was in effect. :-# No, for Halloween and Christmas last year the released a quest along with the event. The event was still just for those two weeks. The quest is what stuck around for members.
