No. My most recent level-3 clue was from a steel dragon and had a junky reward.

That clue is inside the duel arena. You must duel someone and select obstacles. Make sure the person know not to attack you until after you dig. In your picture you don't have the north degrees entered so you won't see the right spot.

As Bign2000 said, as soon as you cast a spell at them they freeze in place. You can mage at them all day and they won't move.

If you look at the rewards section of tip.it's Treasure Trails Guide you'll see that they are rewards from level - 2 clue scrolls.

You need the Royal Seal that the Gnome king gives you during the Grand Tree quest. If you've lost it he will give you another.

That's about the ratio of good to bad clue rewards I've seen. This weekend I got a clue from a Steel Dragon with a lousy reward so it's not the monster level that has anything to do with the quality of the reward.

No you can only have one clue at a time.
