it dosnt make it ok but it dose mean the filters doing its job so to be honest you cant report him (check the reporting acdemy) If Jagex has proven anything, its that they have double standards. Say that to a J-mod and I guarantee you'll be banned/muted. There is little doubt to be what words are behind those stars, and I found it very offensive. Don't you think its odd that the player was unafraid of using offensive language because of this rule? They might as not even have rule 1 anymore if they're just going to turn around and say "but its OK to use swear words because they'll be starred out".

I don't know about you, but every time I eat an orange I have to wear a clean-room suit with an opening in it for my mouth. Kidding! I'm not exactly sure what this "bitter skin" you're talking about is. I don't think new players have any problems eating the orange, so to speak. They've only ever known the orange as it is. I think your orange comparison is an apples-to-oranges comparison!

I was doing the new Great Orb minigame and apparently some player didn't like the way I was playing: The saddest thing is this player was level 134 and still thought that typing asterisks instead of swear words made everything ok.
