Now I do believe we are rating his bank so yeh thats a 9/10 I also think that not many people have never ever scammed... sure you might've only scammed a few gp but a scam is a scam and if he says hes changed you have to give him the benefit of the doubt. (The above doesn't apply to the very few people who have NEVER scammed)
