The seaweed respawns are for glassmaking, for your molten glass that you need for various items.

Off Topic: It's been bothering me Harrington, and I need to ask. Is that avatar a Cylon Centurion? On Topic: The idea of that mini game, fits well with the location. However, people would need to do Biohazard (i believe) to help.
