Try fly fishing at Lumbridge, then going to the general store, cooking on the fire if it is still there and then selling and repeating. Very efficient way of raising both skills :) I managed to get 65-70 Fishing and Cooking using this.

We both know that that is an exaggeration. Those gloves are not worth it as you could spend you time Rune Crafting then attempting to get them. Oh, it would be extremely hard to get runners at your level with all the competition...
