That's because it calculates the chance of it going to anyone with lsp - drop value. With small drops the lsp term dominates, with a 200m+ drop the drop value dominates. tl:dr -> higher drop value -> less influence of lsp on your chance to get it.

They could just remove trade limits and reintroduce old drop system (without changing the rest). That's a huge step forward that would only take a day max (only need to copy paste some old code). Then they can just change the map layout etc at their own pace.
