lol boosts from turmoil? Is that normal

Recently the forums and various rock lobster/dk ccs have noticed that rock lobsters have had a drop of almost 60% to charm drop rates. There is also a rumour that this was an accident, but I have been unable to find a single j-mod comment on the issue. Is this a permanent nerf for rock lobsters? It has been really annoying for me, having got around 2k crimsons at this nerfed rate for 96-97 I am now waiting until jagex confirm that there is a permanent reduction in charm numbers. Also would a permanent nerf be fair? Rock lobsters are by far the quickest way to train summoning, and making them almost useless makes summoning even harder to train, and like the bonus xp for summoning weekend, makes those who already have their summoning high at a very unfair advantage.
