At this stage I think we can assume that Botwatch has implemented a new set of parameters that is meant to catch more bots, but is falsely banning legitimate players. The reason as to why it hasn't been fixed yet is because no one at Jagex knows how to. They won't turn it off because the number of actual bots being banned far outweighs the few daily false bans.
