Yup, you can create a new account, skip the tutorial and play as a skiller. Same principles as before, you'll be able to do quests that don't require combat and/or don't give any combat exp rewards Furthermore, once legacy mode hits you would probably be able to apply exp blocks on your combat skills so that you can't accidentally level them up.
