Its not really arbitrary...America invades, Central America counter invades, seizes some sites and launches a single nuke against America. Retech is given three distinct chances to back down, and doesn't... Also, the worst that can really happen is that it kills(in the game sense) Retech, no one else is significantly affected by it...

Since America has no capacity to move an army...and there are no cities....The area that was nuked falls into Argentinan control.

Actually, now might be a good point to bring up Manchuria....It is going to declare indepedance from America(going back to a white country)...Since America is clearly unsafe...and unable to protect it.
