I am alright with it, since there are only a few players...if you give up you are out for good, and I can tell if someone has more than one account...So it should be fairly difficult to abuse the rule. Same annexing rules apply though(minus the 10 year wait)...ie Infrastructure is halved and it costs money.

The point is that you can store energy in a manner different to Electricity...so you can refill your tank in a few minutes, rather than plugging your car in overnight.
