Well first you will need alot more runes.. Then the most common way is to buy nature runes, and high alch whatever you can buy/make and lose next to no money, or even make profit. You could also get your rc to 44 and make your own nats.

Im confident you can kill a the level 100, just bring some str and att potions and pray boosting prayers. The ice queen could be a problem without prayer as she is surrounded by ice knights in multi. But you can lure her behind her throne to be alone.
