No to all of your questions. Jagex doesnt even address drop parties in any of their rules so i dont see how it could be against the rules.

Id probably quit, maybe go on one of my noob accounts every once in a while to check in with friends and see whats new. I wouldnt have the patience to start over again.

Chaos Dwarves drop muddy keys and they are found in the wild as well. Also, I dont think theres an addy pl8 in the chest unless they changed it recently.

They're called heraldic shields, they come in black, addy and rune. There are 5 designs for each, and you get them from treasure trails. The different designs have different costs so i would suggest checking a price guide for current prices.

What do you think they do to scammers...they ban them. Many appeals go unanswered or answered by an automated message.

To be honest I dont think Jagex really reviews the reports that thoroughly considering all the stories ive heard of unjustified bannings. The thing about delivering the entire bank to the victim would be too difficult to do, where would you put all the items if the victims bank is too full to fit everything, and if it is a mistake which Jagex is notorious for what would happen to the guy that just lost everything since they have a policy of not returning items. Btw, i am not a scammer, i just dont think this will work.

Another thing, about not seeing multiple randoms at the same place, try going to a busy world and go to the fishing dock on karamja i can pretty much guarantee you will see multiple randoms at the same time if you stay there long enough. Once i saw 3 MOMs there at the same time, another time i saw 2 sandwich ladies at the same time...
