Only a very small minority of F2P players have 99 skills, so I don't think Jagex should give F2P capes. Besides, they don't pay.

Barbarian Assault is fun if you get a good team, with a great reward and apart from that nohting special except for some new quests. They are pretty fun, but not very hard (same old).

It's a multicombat FFA PvP area. Not the duel arena. Deal with it, and get a team yourself. Or take down as many as you can with ice barrage.

WHhn I did the quest I didn't fail the course at all... 72 agility helps I think. Train at the wildy course though, it's a lot faster.

If you want a range-melee hybrid, having both at the same level is not a good idea. Your combat will be melee-based if both ranging and melee are the same. I will take my own pure as an example: Attack: 40 Strength: 52 I need lvl 63 ranging to become a range-based PKer. So I could have 62 ranging and 52 strength, and still have the same combat level. When my strength reaches 62 and I haven't leveled ranging, I can get my ranging in the seventies without worrying about extra combat levels and still have an optimal ranging level for Pking.
