Hello, I am just a 13 year old kid yet consider myself pretty good for my age at web design/coding I know HTML, CSS, Framesets, and trying to now learn some programming languages to add to my library. MS Paint? Macromedia Fireworks? Jasc Paint Shop Pro? Adobe Photoshop? Any of the above work. I recommend Paint as it is free (with windows) and very easy to use.
