Wouldn't that depend on what you are fighting? I'm pretty sure the Salve amulet is better against undead creatures. You could also do a slayer task and wear a black mask.

You'll need to do the majority of waterfall quest, its the best spot theres quite a few safespots

Fastest would definetly be PC, but at your lvl it would be hard to find a group. I would try fire giants.
