That's impossible... No, you only need to complete the quest to gain access to the rune essence mine. If you bought all your essence, you could get from 1-99 without completing it. Not sure, think you have to do the quest to actually be able to rc, but seeing as i did that years ago im a lil rusty, not like the quest is mind blowingly hard ordeal though.
