It looks like some sort of shrine (that symbol in the Zaros symbol, no?) I have never heard of anything like this....storage for a future update :-s ? Those are good guesses, but the digsite "shrine" was just a rock or something if I remember correctly. It's also across the pond above Al Kharid. The herb dungeon might actually back up to brimhaven's dungeon, but I seriously doubt that it's that long.
